It’s not clear what you’re asking for.

If you want to get the OSM data there are many sources, for example geofabrik extracts or the https://www.openstreetmap.org export tool.
If you want to improve the map you can just open an editor in an area you know, or check the beginner’s guide first.
If you want government data that isn’t already open, you’ll need to talk to the government. But first check the wiki’s Nigeria page and in particular its existing imports.
