It looks like the street name is in all caps. I doubt that's the case in reality.

Was a bit of an overreach on my part. I meant to change it to access=customers. I made a list of all roads in the county with Lane in the name and made sure they weren't maintained by ACHD but I forgot to distinguish those roads opened up to customers.

It's not an official policy, but it is courteous to other editors trying to review edits. I can understand that it's irritating to submit a bunch of changesets with a single edit each, especially since Level0 has no good way to do this, but perhaps you could try to split them up by country.
